Penguin has a strong network of parks and open spaces, with the coast and foreshore playing a major role in how people use and enjoy the area. These spaces support everyday recreation, family outings, sport, beach access, community gathering and nature values.

Penguin is generally well served by local open space, with most residents living close to a park or reserve. The focus is on improving key spaces, addressing gaps where needed, and making sure future decisions are practical and sustainable.

What is proposed

Council is proposing to:

  • Continue supporting well-used local parks and reserves across Penguin and replace ageing park furniture, including seats and tables, across the precinct
  • Upgrade Ashwater Crescent Reserve
  • Develop and implement a Shared Pathway Masterplan
  • Prepare a Hiscutt Park Master Plan and review pond safety risks
  • Investigate community interest in helping manage the Zig Zag Track landscaping and maintenance

Proposed changes to some sites

Some sites are proposed for change to make sure land and resources are used in a practical way.

Whittle Street Reserve: considered larger than needed for a local park. Council proposes subdividing part of the site to create two residential lots, while retaining the rest of the land as neighbourhood open space.

Adina Court: Council to explore whether this should become a passive open space or be considered for possible disposal. This means further review is needed before any final decision is made.

Hiscutt Park: an important open space for Penguin however, there are safety concerns around the creek and pond, particularly for children. Council recommends developing a master plan for Hiscutt Park and reviewing the safety risks as part of that process. This reflects the need to carefully plan the park’s future, as there is no obvious alternative site in Penguin that could take over its role.


Other important spaces
  • Dial Park and Johnsons Beach Reserve will continue to serve as key precinct-level open spaces for Penguin.
  • Johnsons Beach Reserve also provides the precinct’s main boat ramp and jetty.
  • Zvoni Gornik Lions Park remains an important civic and gathering space in the town centre.
  • The Penguin Railway Station also plays an important community and visual role at the western entrance to the CBD.
  • The Penguin General Cemetery will continue to be managed in line with Council’s cemetery planning.
